After negotiation, the governments of Guangzhou and Hong Kong have decided to put the truck inspection passage and relevant service facilities of the Liantang (Heung Yuen Wai) Port of Shenzhen into service formally since 4 p. m. on August 26, 2020. The truck passage inspection system used was the original one-stop customs clearance mode of Maxvision Technology applied in a Shenzhen port for the first time. Liantang Port was the first Shenzhen port using a one-stop customs clearance mode.
In 2019, Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, and Opinions on Supporting Shenzhen’s Construction of Pilot Demonstration Area of Socialism with Chinese Characteristics were issued in succession, establishing Shenzhen’s position as a core engine. As the first completed major cross-board basic port connecting Shenzhen and Hong Kong under the “Two-zone Drive” strategy, Liantang Port will strengthen the exchange and cooperation between the mainland China and Hong Kong and be significant for Hong Kong’s participation in national development strategies, better competitiveness and long-time prosperity and stability.
Locating in Liantang Subdistrict, Luohu District, Shenzhen, with Luosha Road on its north and Shenzhen River on its south, Liantang Port is the latest comprehensive land port of Shenzhen. Upon completion, it will realize cross-border highway transportation between Hong Kong and eastern Shenzhen, Huizhou, eastern Guangdong Province, southern Jiangxi Province and southern Fujian Province. It is a significant basic project for the “East-in, east-out; west-in, west-out” customs clearance layout for the cross-board goods transportation between Shenzhen and Hong Kong under the Guangdong-Hong Kong-Macao Greater Bay Area strategy, and a key project of cooperation between Guangzhou and Hong Kong as well.
Liantang Port is?a pilot port for the one-stop customs clearance mode reform of vehicles. As early as in 2005, we launched a one-stop vehicle inspection system for the first time in China and witnessed good social benefits of it. In construction of the one-stop customs clearance system at Liantang Port, we performed as a leader in the smart port construction field: our hardware and software developers and algorithm engineers worked hard and did active organization and commissioning, contributing to the 40th?anniversary of the founding of Shenzhen Special Economic Zone and the “Two-zone Drive” strategy.
The one-stop customs clearance system used at Liantang Port made innovative breakthroughs in customs and frontier inspection subsystem integration and simplification, customs clearance data collaboration, front-end information acquisition, AI aided inspections, etc. Compared with conventional customs clearance with many steps, the passenger and goods one-stop customs clearance mode used at Liantang Port enables a vehicle to stop for one time for simultaneous inspections by multiple authorities by means of sharing of acquisition equipment for front-end transportation guiding, electronic fence, monitoring, nuclear radiation, remote card reading and so on and technologies such as biological information identification and AI aided anti-smuggling, anti-stowaway, vehicle anti-tailgating detection and pedestrian crossing automatic analysis. During the COVID-19 epidemic, we have provided epidemic prevention and control devices and QR code health declaration verification devices quickly and upgraded automatic temperature measurement devices, in addition to the well-debugged lanes, to realize “Health declaration on mobile phones; temperature measurement through infrared devices; passing after QR code scanning”.
