As a response to the circular Implementing Information Exchange, Mutual Recognition of Surveillance and Mutual Assistance in Law Enforcement to Promote the Reform Proposal for Simplifying Customs Clearance Procedures printed and issued by the State Council, we have actively innovated customs clearance modes, developed new actions for the information exchange, mutual recognition of surveillance and mutual assistance in law enforcement among the port authorities and realized innovative system solutions including basic self-service customs clearance of inbound and outbound passengers, a “two inspections at one port” system for some ports and basic one-stop customs clearance for inbound and outbound vehicles.

The original one-stop electronic inspection and release system for vehicles of Maxvision can acquire customs clearance data automatically and share them among border inspection authority, customs and entry-exit inspection and quarantine bureaus. By means of fingerprint comparison, automatic body temperature detection and facial image acquisition and comparison, it enables a passenger to realize customs clearance by putting a finger of his on the automatic identification system, shortening the time of customs clearance to ten to twenty seconds as expected in “simplified customs”. It is now successfully used in ports such as Gongbei Port and Hengqin Port to provide new, convenient and stable customs clearance for border inspection authority, customs and entry-exit inspection and quarantine bureaus, etc.

As an original data isolation system of Maxvision, the one-stop electronic inspection and release system for vehicles shares the front-end inspection equipment and the customs clearance data and carries out inspections and release independently and concurrently while the inspection and release procedures of border inspection authority, customs and entry-exit inspection and quarantine bureau remain unchanged. Thanks to its one-stop inspection and release mode, it simplifies the inspection and release procedures of vehicles and drivers, increases the customs clearance efficiency for vehicles, improves the congestion and images of ports, speeds up the modern infrastructure construction and software-based scientific management of ports and avoids repeated investment in equipment by sharing system equipment and resources.
